People may use the mail slot (marked “BILLS”) located on the side of Village Hall to make payments on water bills during and after business hours, including weekends and holidays.
Residential COVID-19 Bill Deferral
The ongoing COVID-19 pandemic has placed financial stress on many members of our community who rely on our drinking water for much of their daily needs. If you are a residential customer who has experienced a change in your financial circumstances due to the COVID-19 pandemic, your water service cannot be disconnected and you may qualify for a six (6) month deferment for payment of your water bill.
A recent amendment to the Public Service Law of the State of New York enacted a moratorium on the disconnection of residential water services. This moratorium prohibits termination of water service to residential customers for non-payment of outstanding water bills during the COVID-19 state of emergency which began on March 7, 2020. This moratorium will continue until 180 days after the state of emergency is lifted or expires, which is currently set for December 3, 2020.
Residential customers who have experienced financial difficulties due to the COVID-19 pandemic may also qualify for a six (6) month deferred payment plan by completing a deferment request form and self-certifying such a change in financial conditions. You may request a deferment form by contacting our office at (845) 534-4200 Ext. 312 or by downloading it from our website at www.cornwall-on-hudson.org. For those residential customers who successfully complete the self-certification process, the Village of Cornwall-on-Hudson will not terminate or disconnect water service for non-payment of past due amounts and they will be afforded the opportunity to defer payments up to six (6) months without incurring any late fees.
The protections afforded by the Public Service Law amendment only applies to residential customers during the ongoing COVID-19 emergency. The payment plan allows you to defer your payments up to six (6) months, but all payments must be made in full by the date the deferral period ends. Should payment not be made in full, any outstanding balance will be added to your next scheduled property tax bill. The amendment which provides the moratorium on disconnection of residential water services and allows for a payment deferral program will expire on March 31, 2021.
