Chief Steven Dixon
Chief Dixon began his Law Enforcement career in 1988 serving with the City of Mt. Vernon, N.Y. Police Department where he was assigned to the Patrol Division. Chief Dixon subsequently began working for the Village of Tarrytown, N.Y. Police Department where he was assigned to the Patrol Division. During his time with the Tarrytown Police Department Chief Dixon received numerous awards/ citations for his work in both Drug & Weapons Interdiction and DWI Enforcement efforts. While with the Tarrytown Police Department Chief Dixon worked in the following capacities: Department Field Training Officer, Crime Prevention Officer, he was also the Department Liaison to local groups such as the Seniors Association, Tenants Association and the Boy Scout/Cub Scouts. Chief Dixon also established a local Neighborhood Watch Program. In 2002, Chief Dixon began working for the Town of Cornwall, N.Y. Police Department and was subsequently promoted to the rank of Sergeant serving as second in charge of the Department. While employed as a Sergeant with the Town of Cornwall, N.Y. Police Department Chief Dixon was responsible for handling Criminal Investigations, Department Training, Scheduling, Assignments and Supervision of Personnel. Chief Dixon also attended several F.B.I. Training Courses including, F.B.I. Criminal Investigation School, F.B.I. Crime Scene School and F.B.I. Defensive Tactics Instructor School. Chief Dixon graduated from the Westchester County Police Academy, Valhalla, N.Y., Rockland Community College, Suffern, N.Y. and Kings College, Wilkes-Barre, Pa, majoring in Criminal Justice. In December, 2011, Chief Dixon was hired by the Village of Cornwall-on-Hudson, N.Y. Police Department as a Patrol Sergeant and subsequently in March, 2012, became Chief of Police with the Department.
PO John Antinori: Officer Antinori began his career in law enforcement back in 1984 with the Town of Cornwall P.D., transferring to the Cornwall-on-Hudson P.D. in 1998. He is currently employed as a teacher in the Newburgh Enlarged City School District. PO Antinori earned a Bachelors degree from S.U.N.Y New Paltz and a masters degree in education from N.Y.U.. He has certifications in Community Oriented Policing and Juvenile Custody as well as a certification as a Master SCUBA diver. PO Antinori also holds a Merchant Marine Document as a licensed Captain.
PO Seth Armstrong: Officer Armstrong started his police career in the Village of Fishkill in 2003, transferring to the Cornwall-on-Hudson P.D. in 2004. He is currently employed full-time by Rockland County BOCES as a Health and Safety Tech and instructor and he is the former Chief of the Fort Montgomery Fire Department. PO Armstrong earned his Bachelors degree in Arson Investigation from the University of New Haven in 1999, he is a Certified First Responder and he is a DOT certified Bus Accident Investigator.
PO Stephen Berean: P.O. Berean started his Police Career in 1987 working for the U.S. Mint Department of Treasury as a Police Officer. P.O. Berean was subsequently appointed to the Town of New Windsor, N.Y. Police Department as a Police Officer having worked for their Agency for over 20 years. Officer Berean has attended training in Radar operation, DMT/ Datamaster breath test operation, DWI Detection, Standardized Field Sobriety Testing and Fraudulent Document Training. P.O. Berean graduated from the Rockland County Police Academy, Pomona, N.Y. and received his Bachelors Degree in Police Science from Marist College, Poughkeepsie, N.Y. Officer Berean has been employed with the Village of Cornwall-On-Hudson, N.Y. Police Department since April, 2012.
PO Theo Dawydko: Officer Dawydko was hired as a Full-Time Police Officer with the Cornwall-on-Hudson Police Department in November, 2016. P.O. Dawydko previously worked for the Orange County Sheriff’s and the Town of Blooming Grove Police Department. Officer Dawydko is a NYS Certified General Topics Police Instructor, a NYS Certified Field Training Officer and a NYS Certified School Resource Officer.
PO Hal Desjardines: PO Desjardines joined the Cornwall-on-Hudson Police Department in August, 2014. Officer Desjadines graduated from Washingtonville, N.Y. High School as well as the Ulster County Law Enforcement Police Academy. PO Desjardines previously worked as a Police Dispatcher with the Village of Greenwood Lake, N.Y., Police Department and currently is a Part- Time Police Officer with the Village of Washingtonville, N.Y., Police Department for the past two- years. P.O. Desjardines is also a Volunteer Fireman with the Salisbury Mills, N.Y., Fire Department. Officer Desjardines has received training as a Radar/ Lidar Operator, Water Rescue Responder and “TASER” operator training.
PO William Frattarola: Officer Frattarola has been a certified police officer since 1989, beginning his career in the Putnam Valley P.D. In 1997, after the Putnam Valley P.D. was dissolved, he transferred to both the Town of Cornwall P.D. and the Town of Lewisboro P.D., all the while being employed in a full-time capacity as a real estate agent. PO Frattarola left the Town of Cornwall and began his career working for the Cornwall-on-Hudson P.D. in 2004. Amazingly, he is also an active patrolman with the Village of Brewster P.D.. Officer Frattarola has a Bachelors degree from Penn State University and he is a much sought-after lecturer/instructor on the topic of Domestic Violence.
PO Charles Hofmann: PO Hofmann has been a member of both the Cornwall-on-Hudson P.D. and Town of Marlborough P.D. since 1990. While he is currently retired from mechanic work, he was the owner/operator of several local vehicle repair shops in the past. Officer Hofmann attended S.U.N.Y. Albany.
PO Daniel Labodin: Officer Labodin was appointed to the Cornwall-on-Hudson Police Department in May, 2018. Officer Labodin is also employed as a part-time police officer with the Town of Highlands, N.Y., Police Department. Officer Labodin previously worked as a police officer with both the City of Peekskill, N.Y., Police Department and with the Town of Lloyd, N.Y., Police Department as both a police officer and as a police dispatcher. Officer Labodin attended Dutchess Community College majoring in Criminal Justice and also graduated from the Dutchess County Police Academy. Officer Labodin attended and received basic S.W.A.T. & Officer Survival Training while employed as an officer in Weschester County as well as received training in Commercial Vehicle Enforcement and Radar Certification. Officer Labodin has also received numerous letters of Accommodation and Meritorious Service Awards for his efforts while employed as an officer with both the City of Peekskill, N.Y., and Town of Lloyd, N.Y., Police Departments
PO Thomas Moran: PO Moran has been a member of the Cornwall on Hudson P.D. on and off since 1978, recently returning in 2010 for his third term. During those years, he has worked full-time for the Department of Environmental Conservation (1988 through 2001) and the Westchester County District Attorney’s office as a Criminal Investigator (2001 through 2010). PO Moran is an FBI certified firearms instructor and he was awarded the Orange County Chiefs of Police “Officer of the Year” in 1994 for saving the life of a 15-year old stabbing victim here in Cornwall-on-Hudson.
PO John Pena: Officer Pena began his career as a part-time officer with the Cornwall-on-Hudson P.D. back in 2001. In 2005, he was hired full-time by the City of Newburgh and in 2007, he transferred back to the Cornwall-on-Hudson P.D., now as a full-time officer. PO Pena completed the Advanced Narcotics Training Course offered by H.I.D.T.A. and he is certified in OC Spray, ASP Baton, and TASER. Officer Pena is a NYS certified Field Training Officer being responsible to train newly hired police officers.
PO Stephen Smedley: Officer Smedley was appointed to the Cornwall-on-Hudson Police Department in May, 2018. Officer Smedley is also currently employed as a part-time police officer with both the Village of Washingtonville, N.Y., Police Department and the Village of Greenwood Lake Police, N.Y., Department. Officer Smedley also served honorably with the U.S. Army National Guard. Officer Smedley graduated from both the Rockland County Police Academy (Phase 1 Training) and the Ulster County Police Academy (Phase 2 Training). Officer Smedley graduated from CTECH Orange County B.O.C.E.S. with a degree in Culinary Arts. Officer Smedley was also the recipient of the “Jason D. Conklin Award” for showing diligence, dedication and devotion to Law Enforcement.
Detective Arthur Terwilliger: Detective Arthur Terwilliger has been employed with the Cornwall-on-Hudson Police Department since 2000 where he first worked as a part-time patrol officer, Detective Terwilliger was subsequently appointed as a full-time patrol officer with the Cornwall-on-Hudson Police Department in February, 2001. Detective Terwilliger was previously assigned as a patrol officer with the Cornwall-on-Hudson Police Department from 2000 until October, 2017 when he was then appointed Detective. Detective Terwilliger attended the Orange County Police Academy and has training and experience in Crime Scene/ Evidence Collection, Interview and Interrogation, Fraudulent Documents and is a certified Bicycle Patrol Officer. Detective Terwilliger is also employed as a part-time patrol officer with the Town of Marlborough, N.Y., Police Department serving there since 1999 to the present date.
