Dear Village Folks:

So, the Village of Cornwall-on-Hudson will allow Trick or Treating on Halloween, Saturday, October 31, in this year of the pandemic. We want our children to experience the fun of this cultural tradition. And we want everyone to stay safe.

So, Trick or Treaters must wear face masks – in addition to masks for their costumes. And they must social distance and travel in small numbers, with kids in their circles.

Parents, please instruct your children to be safe, to abide by COVID-19 precautions that have been in effect since March.

There should be minimal car traffic – some village neighborhoods have hundreds of children on our streets. Be aware of the hazards of wet leaves on our streets. As usual, Village Police Chief Steve Dixon will have officers patrolling.

To those handing out the goodies, you have several options:

  • Wear a mask yourself as you distribute candy;
  • Place candy outside on your porch/stoop or at the end of your driveway;
  • Don’t participate this year – everyone will understand your need to be cautious.

As usual, I’ve issued a curfew for Halloween - Trick or Tricking will end at 8 p.m.

LOCAL EMERGENCY ORDER VILLAGE OF CORNWALL-ON-HUDSON

WHEREAS, there exists the possibility of vandalism and destruction of property beyond the scope of ordinary Halloween merriment and pranksterism as determined by Village officials and police officers; and

WHEREAS, evidence that such destructive acts have occurred and threaten to continue is apparent at this time and prompt action specifically aimed at the source of such threatened and actual damage is required to minimize damage and protect the public health, safety and welfare.

NOW, pursuant to the authority invested in the office of the Mayor of the Village of Cornwall-on-Hudson, as Chief Executive pursuant to Executive Law §24, be it

ORDERED, that a state of local emergency is proclaimed within the corporate limits of the Village of Cornwall-on-Hudson. The state of emergency shall be effective Saturday, October 31, 2020 at 8:00 PM through Sunday, November 1, 2020 at 5:30 AM, unless rescinded or modified; and

ORDERED, that a curfew for all persons under the age of 18 years during such state of local emergency between Saturday, October 31, 2020 at 8:00 PM through Sunday, November 1, 2020 at 5:30 AM, is hereby declared, except for such persons who are traveling to or from bona fide employment or traveling to or from an authorized   school   activity, or on an errand concerning medical or other emergency;

ORDERED, that all persons during such state of local emergency shall refrain from the following conduct between the hours of Saturday, October 31, 2020 at 8:00 PM through Sunday, November 1, 2020 at 5:30 AM:

  1. Presence in or upon public streets or other public areas in groups larger than five persons. Presence in or upon private property in groups larger than five persons without authorization from property owner.
  2. Presence in or upon public streets or other public areas while in possession of shaving cream, eggs, soap, rocks, toothpaste, spray paint, flammable or combustible liquids, or any other items which may be used for vandalism.
  3. Presence in or upon a public street or other public area with a group of any size, where one member of group is in possession of any items described in number (2) above. Likewise, presence in or upon any private property without authorization from the owner in a group of any size, where one member of group is in possession of such items described in (2) above.

ORDERED, any person knowingly violating this order be subject to arrest pursuant to Executive Law §24(5); and

ORDERED, that this order be executed in triplicate and be published, transmitted and filed pursuant to Executive Law §24(3).

Notice is hereby given that the Village of Cornwall-on-Hudson Board of Trustees will hold a Special Meeting on Monday, November 2, 2020 at 7:00 p.m. in the Village Hall Board Room, 325 Hudson Street, Cornwall-on-Hudson, NY 12510 and will immediately adjourn into Attorney Client Session for the duration of the meeting.

Parents must instruct their children to be safe, to abide by precautions that have been in effect for months.

  • Don’t participate this year.

Orange County Health Commissioner has issued a comprehensive advisory on how to safely navigate Halloween.

Census deadline changed yet again

So the deadline for Census 2020 returned to its original date, October 31, only to be changed again to October 15. The Census Bureau honored an October 15 postmark as long as it was received by today, October 22.

As of September 25, the village had reached a 73% response rate. The village will provide a final response rate when it becomes available.

Dear Village Folks:

Having been dealing with COVID-19 for more than half a year, we need to remember the importance of wearing masks when we’re unable to maintain social distancing of at least six feet.

Mask wearing and social distancing helps stop the spread of COVID-19 and sends a strong message to all you meet that you care about their health.

 

So please continue to comply with wearing masks and social distancing. We want to continue to keep the rate of COVID-19 low.

The Village of Cornwall-on-Hudson Police Department recently received a traffic enforcement grant from the NYS Governor' s Traffic Safety Committee, as part of this enforcement grant Cornwall-on­ Hudson PD will be participating in the New York State Governor's Traffic Safety Committee's, Distracted Driving Initiative, between October 08, 2020 thru October 12, 2020. Cornwall-on­ Hudson PD officers will be on assigned patrols looking for violators who are utilizing their cell phone while operating a motor- vehicle.

What is Distracted Driving?

Distracted driving is any activity that diverts attention from driving, including talking or texting on your phone, eating and drinking, talking to people in your vehicle, fiddling with the stereo, entertainment or navigation system - anything that takes your attention away from the task of safe driving.

Texting is the most alarming distraction. Sending or reading a text takes your eyes off the road for 5 seconds. At 55 mph, that's like driving the length of an entire football field with your eyes closed.

You cannot drive safely unless the task of driving has your full attention. Any non-driving activity you engage in is a potential distraction and increases your risk of crashing.

Consequences of Distracted Driving?

Using a cell phone while driving creates enormous potential for deaths and injuries on U.S.

roads. In 2018 alone, 2,841people were killed in motor vehicle crashes involving distracted drivers. Among those killed were: 1,730 drivers, 605 passengers, 400 pedestrians and 77 bicyclists.
